Flex hoops have a solid interior plastic ring. The outside is a very sturdy rubber, slightly stretchy ring made to either look like wood grain or red plastic. They make fantastic frames and give a professional finished look to a piece.

YOU SHOULD NOT USE AS A PROJECT HOOP. These rings fit VERY tightly and lines will NOT iron out.
